Employer's Agent

With experience in the commercial, industrial and residential sectors, Icon are well versed in the role of Employer's Agent, where responsibilities stem from not only the form of appointment, but also from the conditions of building contract and obligations contained within the Employer's Requirements.

Procurement
The Joint Contracts Tribunal Design and Build form of contract is the basis upon which the majority of building contracts are let, although I.C.E and bespoke forms can be adapted where particular requirements prevail. This form of procurement is particularly successful for new build and speculative developments and encourages those tendering to be innovative in meeting the criteria of the Employer’s Requirements in preparation of their contractors proposals, with the resultant technological, cost and programme benefits ultimately passing to the client.

Design and build projects are dependent upon critical management during key stages, namely:

Scheme Design – Providing a level of information sufficient to benchmark tenders during the tender appraisals.

Employer's Requirements – Detailing the performance of the buildings functionality and systems, without being prescriptive as to how it should be achieved.

Construction Phase Procurement – Competitive one or two stage tendering and consideration of honorarium systems, in analysing compliance and understanding of tender returns when compared to the Employers Requirements.

Contractors Proposals – critical and technical appraisal of contractors proposals, with an appropriate comment and approval process to proceed to the construction phase.

Design Team – Appraisal of a client retained or novated design team to the design and build contractor. Either route has pros and cons, with careful consideration required in appointing guardians of the design (Employer's Requirements).

Contract Administration – As Employer's Agent, it is essential to have a concise and clear understanding in administration of contractually binding obligations that exist between the client and building contractor, with particular emphasis placed upon time critical elements such as approvals, certificates, variations and awards.
